Kenneth Regan and Douglas Coudrey were arrested on charges of murder, attempted murder, and weapons offenses. The investigation into the case was led by the New Jersey State Police and the Bergen County Prosecutor’s Office.

On January 18, 2020, the New Jersey State Police received an emergency 911 call reporting shots fired on interstate 80 West in Lodi, NJ. When officers arrived at the scene, they discovered a black Honda civic in the middle lane. The driver was identified as 27-year-old Luis Perez from Bronx NY. Mr. Perez sustained gunshot wounds to the neck and chest, he was pronounced dead at the scene of the crime. The front seat passenger was identified as 24-year-old Jose Mercado, also from Bronx NY. Mr. Mercado was shot once in the chest and was transported to Hackensack University Medical Center for treatment. Luis Perez remains in critical but stable condition. A man sitting in the rear passenger seat was uninjured.
An investigation conducted by the New Jersey State Police and the Bergen County Prosecutor’s Office led detectives to the home of Douglass Coudrey. On January 22, 2020, while performing a surveillance of his home, detectives witnessed Kenneth Regan, Douglass Coudrey and a third male exit the home, enter a vehicle, and leave. Detectives attempted to implement a motor vehicle traffic stop but the vehicle fled the scene and crashed into a fence. All three men were arrested and taken into custody.
A court ordered search of the vehicle and Douglass Coudrey’s residence was granted. A loaded, defaced .22 caliber rifle modified to be used as a submachine gun, and a sawed-off shotgun were confiscated. Kenneth Regan and Douglass Coudrey were charged in Lodi, NJ, with one count of Murder in violation of N.J.S.A. 2C:11-3a(2), a 1st degree crime, two counts of Attempted Murder in violation of N.J.S.A. 2C:5-1a(1)/2C:113a(2), 1st degree crimes, and one count of Possession Of A Firearm For An Unlawful Purpose in violation of N.J.S.A. 2C:39-4a(1), a 2nd degree crime.
Kenneth Regan was also charged with Criminal Possession Of A Loaded Firearm in Suffolk County, NY. Douglas Coudrey was charged with Criminal Possession Of A Loaded Firearm, Possession of A Controlled Dangerous Substance, and Felony Escape in Suffolk County, NY. Kenneth Regan and Douglas Coudrey are scheduled to appear in Suffolk County Central Islip Court. Kenneth Regan and Douglas Coundrey will be transferred to the Bergen County Jail in the upcoming days. The charges are accusations and the defendant is presumed innocent until proven guilty. The New Jersey State Police are under the supervision of Superintendent Patrick J. Callahan. The Bergen County Prosecutor’s Office is under the supervision of Chief Robert Anzioltti. The prosecution into the case will be led by Mark Musella.
