Carlos Belaunde was arrested and charged with Aggravated Sexual Assault and Kidnapping. The investigation into the case was led by the Bergen County prosecutor’s office, the Paramus Police Department and the New York Police Department.

On December 6, 2019, the Paramus Police Department informed the Bergen County Prosecutor’s Office Special Victims’ Unit of an allegation that a debilitated female was kidnapped by an unknown male from a restaurant in Paramus, NJ. The unidentified male allegedly placed the woman in his vehicle and took her to an unknown location where he sexually assaulted her.
The alleged perpetrator was identified as Carlos Belaunde Jr. It was discovered that Carlos Belaunde Jr, sexually assaulted the victim in Bergen County, New Jersey and in Ramapo, New York. Carlos Belaunde Jr. was arrested on December 20, 2019, and charged with one count each of Aggravated Sexual Assault, in violation of N.J.S.A. 2C:14-2(a)7, a 1st degree crime; and one count of Kidnapping, in violation of N.J.S.A. 2C13-1b1), a 1st degree crime.
The defendant was transported to Bergen County Jail to await his first appearance at the Bergen County Central Processing Court in Hackensack, New Jersey, on December 21, 2019.
The Bergen County Prosecutor’s Office is under the supervision of Chief Anzilotti. The Paramus Police Department is under the supervision of Chief Kenneth Ehrenberg, and the Ramapo New York Police Department is under the supervision of Chief Brad Weidel. The prosecution into the case will be led by Mark Musella.
The Bergen County Prosecutors Office states advises that these charges are merely accusations and that all persons are presumed innocent until proven guilty in a Court of Law.
